BUNKER CONVENTION CERTIFICATES FROM PISR

ISSUANCE OF BUNKER CONVENTION CERTIFICATE (BCLC, 2001)
Our Representative Office in Ukraine is authorized to issue the originals of bunker certificates (BCLC , 2001) in accordance with International Convention on Civil Liability for Bunker Oil Pollution, 2001 and CLC certificate in accordance with International Convention on Civil Liability for Oil Pollution Damage, 1992.
Bunker Certificates can be  issued to vessels registered under Palau Flag or registered under a Non State Party of the Convention.
The  following documents shall be submitted to our e-mail registration@flagadmin.com for BCLC:
 
  • Application form (maybe signed by the owner/manager|/agent)
  • Valid scanned copy of Blue card from Approved P & I Club  addressed to:                                               Palau International Ship Registry (PISR) Europe Head Office Piraeus, Greece,                                    185365, Sachtouri Street, 6th floor
  • Valid scanned copy of Certificate of Registry
The Certificate will be valid for the period of the insurance coverage.
BCLC will  be issued within 24 hours with providing the copies of issued certificates to your e-mail address and indicated Way Bill Number for tracking of dispatched originals by courier to your address.  
 
Certificate of International Convention on Civil Liability for Bunker Oil Pollution Damage, 2001
The Convention was adopted to ensure that adequate, prompt, and effective compensation is available to persons who suffer damage caused by spills of oil, when carried as fuel in ships’ bunkers.The Convention applies to all vessels over 1000 gross tonnage, with minor exceptions.
Non-State Party Ships
Palau International Ship Registry can issue Bunker Convention Certificates for vessels registered with Non-State Member of the Convention to certify proof of liability insurance or other financial security is in force in accordance with the provisions of the Convention.
 
Civil Liability for Oil Pollution Damage, 1992,
Civil Liability Convention means the International Convention on Civil Liability for Oil Pollution Damage, 1992.
For ships carrying more than 2000 tons of oil as cargo in bulk, the shipowner is obliged to maintain insurance to cover his liability under the 1992 CLC, and claimants have a right of direct action against the insurer. Any claims for pollution damage under the 1992 CLC can be made only against the registered owner of the ship concerned. This does not, in principle, preclude victims from claiming compensation outside the Conventions from persons other than the shipowner.
Non-State Party Ships
Palau International Ship Registry can issue Civil Liability Convention Certificates for vessels registered with Non-State Members of the Convention to certify proof of liability insurance or other financial security is in force in accordance with the provisions of the Convention.
 
Approved P & I list means approval by PISR. In case your P & I is not included in the list please contact us to assist you with your P & I with Approval. Maritime Administration may accept this P & I provided some documentation. We can help on this paperwork.
