ENDORSEMENTS FROM SIERRA LEONE

ENDORSEMENTS  OF OFFICERS CERTIFICATES, REQUIREMENTS AND DOCUMENTATION
The following procedure applies to seamen who serve on board Sierra Leonean ships for the issuance of certificate of endorsement (COE). The minimum number of seaman to be on board should be accordance to the Minimum Safe Manning Certificate. The vessel may have more crew members than the Minimum Safe Manning requirements, however all crew members on board must hold Certificate of Endorsement. 
COEs are not mandatory for Yacht, and non-propelled ships. Nevertheless, copy of certificates of competence for officers on board for these two mentioned ships must be submitted to SLMARAD.
COE is applicable to Fishing Vessels, according to STCW-F 95 (International Convention on Standards of Training, Certification and Watch keeping for Fishing Vessel Personnel, 1995)
COEs are mandatory for all officers COE serving on board of the Sierra Leona flagged vessels.
Master, officers and ratings on board Tankers, Ro-Ro Passenger and Passenger Vessels shall hold Special Training Certificates. Every ship shall carry 1 GMDSS when is exclusive acting as general operator or should have 2 GMDSS if acting also as officers. For area A1 ships shall hold at least a Restricted Operator’s Certificate (ROC). On ships operating in AreaA1/A2, A1/A2/A3, and A1/A2/A3/A4 shall hold a GMDSS General Operator’s Certificate (GOC).
On the other hand on board Sierra Leonean vessels of 500 GT and above operating on international voyages, should have on board a Person holding the Ship Security Officer certificate, the person should be designated by the Company as responsible for the security of the ship.

Certificate of Competency GMDSS (if applicable)
Endorsement GMDSS (if applicable)
Color photo
Travel Passport
Seaman’s Book
Record of Sea Service
Basic Safety Training Certificates – Personal survival techniques (VI/1-1), Fire prevention and fire fighting (VI/1-2), Elementary first aid (VI/1-3), and Personal safety and social responsibilities (VI/1-4).
For tankers, ro-ro passenger and passenger vessels corresponding Special Training Certificates should be submitted. 
Medical Fitness Certificate (Issued not earlier than 18 months) – International form or SL Form
Ship Security Officer Certificate
Upon receiving of readable copies of documents by e-mail and payment, the Provisional Certificate valid for 3 months will be issued. The full term Certificate of Endorsement will be issued upon receiving COCverification by the country of origin.
